Work starts on new Blackbird Leys community centre

BBL New Community Centre

Building work has started on a new community centre for residents in Blackbird Leys, Oxford.

Published: 03/03/2026

Last week, we came together with partners to mark the start of construction.

The new centre is being delivered by us and Oxford City Council, with our construction partner, The Hill Group. It will be owned and operated by Oxford City Council.

The community centre will sit at the heart of a new district centre for the estate. Wider plans also include new affordable homes, shops, green spaces, and safer roads and cycle routes.

Work has now started on the foundations, and we're expecting the building to be ready for fitting out by the end of summer 2027.

A flexible space shaped by local people

The new community centre will offer flexible and welcoming spaces for residents and local groups. It will include three large halls, office space and comfortable places to meet and relax.

The centre will host a wide range of activities including advice and support services, celebrations, community events and activities for all ages.

Outside, there will be a new public square. Plans include play areas for children and young people, accessible play equipment, a rain garden to help with drainage, and public art. Local people will have the chance to help create the final artwork.

Residents have helped shape plans for the new centre from the start. They shared ideas and feedback at meetings and exhibitions.

Voices from the project

Simon Barry, Regional Managing Director of Development at Peabody, said: “It’s great to see work begin on this new community centre for Blackbird Leys. This has always been about creating something with the community, for the community - a place where people can meet neighbours, get support, celebrate together and spend time with family and friends.

“We’re looking forward to seeing the doors open and the centre brought to life by the people who will use it every day.”

Councillor Linda Smith, Cabinet Member for Housing and Communities at Oxford City Council, said: “It is fantastic that we are marking the groundbreaking for the new Blackbird Leys community centre. This is a significant moment for the district centre redevelopment, and for Blackbird Leys as a whole.

“We’ve worked closely with the local community to make sure Blackbird Leys gets the community centre it deserves, and this will be a vibrant, welcoming, inclusive space where residents can come to connect. I am looking forward to seeing the site transform over the coming months and to see our new community centre take shape.”

Ryan Harris, Regional Director at The Hill Group, said: “We’re proud to be working alongside Peabody and Oxford City Council to deliver this important new community centre for Blackbird Leys. Commencing work marks a significant step forward in the wider regeneration of the District Centre. These community facilities provide safe, inclusive environments where friendships can be formed and memories made. They become a vital ‘anchor’ within the community and we are delighted to be part of this story. We look forward to seeing the vision come to life.”
